我驻澳大使：澳方应尊重事实，信守承诺，顺应两岸统一的历史大势

margin-top: 5px; text-align: justify\"\u003e最近，澳大利亚外交贸易部发表公开声明，就中国人民解放军在台湾岛周边开展军事演习指责中方改变现状、破坏稳定，呼吁加强对话、反对胁迫。这一声明罔顾事实，违反澳政府一个中国的政治承诺。中方已向澳方提出交涉。我愿同澳民众一道明辨其中的是非曲直。\u003c/p\u003e\n\u003cp data-pm-slice=\"0 0 []\" style=\"margin-bottom: 20px; margin-top: 5px; text-align: justify\"\u003e第一，事实是什么。全球183个主权国家在一个中国原则基础上同中国建立外交关系，联合国官方法律意见明确“台湾就是中国的一个省”。这充分证明一个中国原则是国际社会普遍共识，是台湾问题最基本的事实。一个中国原则也关乎中澳关系政治基础。1972年中澳建交联合公报明确写明“澳政府承认中华人民共和国政府是中国的唯一合法政府，承认中国政府关于台湾是中华人民共和国一个省的立场。”这一庄严承诺得到澳历届政府承认。台湾是中国的一个省，如同塔斯马尼亚是澳大利亚的一个州，这才是对于“一个中国”的正确理解。在一个中国原则上打折扣，甚至公然曲解的行为，是立场倒退、背弃承诺，更是丢失诚信、自毁信誉。西方人常说，失信者亦难取信于人。一个不遵守承诺的国家注定无法立足于国际社会。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\n\u003cp data-pm-slice=\"0 0 []\" style=\"margin-bottom: 20px; margin-top: 5px; text-align: justify\"\u003e第二，谁在改变现状。台海真正的现状只有一个，那就是世界上只有一个中国，台湾是中国领土不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府。这是一系列国际文件确立的二战后国际秩序的重要组成部分。台湾问题是中国内战遗留问题，两岸政治对立的“特殊状态”从未改变台湾属于中国的根本属性，更不能成为刻意歪曲、混淆台海现状的借口。把“特殊状态”视为理所当然，如同在洞穴里待久了，把火光投射出的影子当作现实。以“现状”为借口，纵容和支持“两个中国”或“一中一台”，是挑战和改变台海现状的危险举动。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\n\u003cp data-pm-slice=\"0 0 []\" style=\"margin-bottom: 20px; margin-top: 5px; text-align: justify\"\u003e第三，谁在破坏稳定。两岸同胞是血浓于水的一家人,中国中央政府始终坚持以最大诚意、尽最大努力争取两岸和平统一。1979年，中国全国人大常委会发表《告台湾同胞书》，正式宣告和平统一台湾的大政方针。1992年，海峡两岸达成“九二共识”，即海峡两岸均坚持同属一个中国，共同努力谋求国家统一。2005年，中国《反分裂国家法》以立法形式确认，和平统一是中国解决台湾问题的第一选择。同时，中方不承诺放弃使用武力，目的是为了震慑“台独”分裂势力和外部干涉势力，制止其冒险举动。今天少数外部势力为“以台制华”，大肆对台军售，加剧两岸对抗，制造紧张局势，严重破坏中方和平解决台湾问题的努力。“台独”分裂势力“以武谋独”和外部势力支持纵容，才是破坏台海稳定的罪魁祸首。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\n\u003cp data-pm-slice=\"0 0 []\" style=\"margin-bottom: 20px; margin-top: 5px; text-align: justify\"\u003e第四，“对话”可以是推进统一的方式，决不能成为纵容分裂的借口。台湾问题是中国内政，如何解决台湾问题是中国人自己的事。对话解决台湾问题的前提是坚持两岸同属一个中国，对话的目的应是实现两岸统一，对话不应成为拖延或阻碍统一的借口，更不能成为分裂势力谋求“渐进式台独”的挡箭牌。不提一个中国而空谈“对话”，是毫无善意的虚伪之举，实质是以对话为幌子谋求一己私利。在支持两岸统一的前提下，中国中央政府对话的大门始终是敞开的。但“台独”分裂势力如同恐怖主义分子，与之对话无异于与虎谋皮。中国政府争取和平统一，但如果“台独”挑衅逼迫持续扩大，我们必将予以坚决打击。这同19世纪中叶美国为维护南北统一而不惜一战的逻辑并无本质区别。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\n\u003cp data-pm-slice=\"0 0 []\" style=\"margin-bottom: 20px; margin-top: 5px; text-align: justify\"\u003e第五，妥善处理涉台问题对中澳关系健康稳定发展具有特殊重要性。中国长期是澳最大贸易伙伴和顺差来源国，澳从对华贸易中获取巨大利益，为澳经济社会发展、民生福祉改善发挥着不可替代的重要作用。中方愿本着相互尊重、求同存异、互利共赢原则同澳方发展双边关系。同时，台湾问题事关中国主权和领土完整，是中国核心利益中的核心，早日实现祖国统一是全体中国人民的强烈愿望。中方在台湾问题上无法妥协退让，也绝不允许任何国家将台湾问题作为讨价还价的筹码。一边同中国谈合作、要利益，一边无视中方关切，损害中方核心利益，在道义上是不可取的，也是不可接受的。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\n\u003cp data-pm-slice=\"0 0 []\" style=\"margin-bottom: 20px;
